The problem arise when you call your process waterscrumfall, but you do not have iterations and are running projects with some agile ceremonies (stand-ups probably being the only one really followed). During this process the dev / test are perceived to the agile (with no formal sprint planning). Dev start off with full context, but testing continuously play catch-up and never get ahead.
